Chairman of State Administration Council Prime Minister Senior General Min Aung Hlaing attends inauguration ceremonies of Office of Chief Advocate and High Court of Mandalay Region

Inauguration ceremonies of Office of Chief Advocate and High Court of Mandalay Region were held at their locations in Chan mya tha zi Township this morn-ing, attended by Chairman of State Administration Council Prime Minister Senior General Min Aung Hlaing.Also present at the ceremonies were SAC members Admiral Tin Aung San, Lt-Gen Moe Myint Tun, Joint Secretary Lt-Gen Ye Win Oo, Union Chief Justice U Tun Tun Oo, Union miisters Dr Thida Oo, U Maung Maung Ohn, U Ko Ko, U Khin Maung Yi, U Aung Than Oo, U Min Thein Zan, Mandalay Region Chief Minister U Maung Ko, senior military officers from the Office of the Commander-in-Chief, Commander of Central Command Maj-Gen Ko Ko Oo, Mandalay Mayor U Kyaw Hsan,cabinet members of region government, region, district and township level departmental officials and invited guests.
First, the Senior General and party arrived at the venue of the opening ceremony of region office of chief justice. Union Minister for Legal Affairs Union Attorney-General Dr Thida Oo, Chief Minister U Maung Ko, Commander Maj-Gen Ko Ko Oo and Region Chief Advocate U Myint Aung formally opened the office. The Senior General unveiled the signboard. The Senior General and party posed for group documentary photo and sprinkled scented water on the plaque of the office. The Senior General and party looked around the office and cordially greeted the staff. They then attended the inauguration ceremony of the region high court. Union Chief Justice U Tun Tun Oo, Union Minister for Construction U Shwe Lay, the region chief minister, the commander and region Chief Justice Daw Khin Thin Wai formally opened the building. The Senior General unveiled the signboard. The Senior General and party posed for group documentary photo and sprinkled scented water on the plaque of the high court. The Senior General and party looked around the high court. The second session of the ceremony was held at the high court meeting room.

First, the Union Minister for Construction explained the salient points of the new high court. A video clip about the new high court project was shown. Then related papers were transferred to the Union chief justice. The Senior General accepted a sliver painting of the high court presented by the Union chief justice as a commemorative gift.
As regards the opening of the new high court, the Senior General said SAC is shouldering the State duties in accord with the Constitution. It has adopted five-point roadmap and nine political, economic and social objectives in striving for the stability and progress of the State and development of the social lives of the national people. In doing so, it is also amending or canceling some laws and rules or making additions to them or enacting new laws and rules as necessary.
SAC is building new high courts and law offices as necessary after setting annual financial targets to facilitate the process and safety of judicial functions and giving legal advice in handling legal cases. Built with the allotted funds, those buildings meet the required standard and they are structural developments of the judicial sector.
Myanmar’s judicial system is based on the common law system of the British. According to the constitution 2008), the judicial power is one of the three powers of the State. The Supreme Court of the Union is the highest court in the State. Region and state high courts, district courts, courts of self-administered zones and division, and township courts are formed under the Supreme Court of the Union. The Ministry of Legal Affairs plays a key role in the Union government. The Union Attorney-General is responsible for the Head of State and region and state advocate generals are also responsible for the Head of State via the Chief Ministers. Before British colonialized Myanmar, the Myanmar society used the Myanmar traditional judicial system based on the customs of the society. In the time of the Myanmar kings, the king ruling the country was the highest authority of judicial sector. The judicial power descended from the king to the queen, crown prince, royal families, court counsellors, judges appointed by the king, town governors, heads of town and heads of villages respectively. The legal sources exercised by Myanmar kings were codes, codes of laws and judgements. British colonized Myanmar after three aggressive wars and substituted Myanmar traditional judicial system with the common law system.
Prompt and free judgements without any corruption under the law plays a key role. The quickest judicial measure will directly benefit the most correct judgement. Hence, the Legal Aid in Criminal Justice Systems was formed for handling the cases in a quick manner. The group comprises officials from the Supreme Court of the Union and the Legal Affairs Ministry. It is necessary to have good feature of buildings and the judicial affairs must be fair and quick. It aims to accredit the process of executive, legislative and judicial sectors in Myanmar. Qualified judicial officers and law officers must be appointed and deployed. Opportunities must be created for law graduates, master of law graduates, doctoral law graduates from various universities to have workplace experiences. It can turn out the qualified higher grade pleaders, advocates, legal consultants and law experts with the aim of becoming a country practices correct judicial system without corruption. In building the genuine disciplined democracy all the citizens aspire democratic country, it is necessary to abide by the human rights which is basic for democratization. All the people need to consider the protection, uplifting and contributing to the restoration of peace, socio-economic development, and human rights based on rule of law. All are to cooperate with one another to handle the unnecessary delay of civil cases, criminal cases, appellate and amendment must be undertaken in a short time. As efforts are being made to emerge the Union State based on multi-party democracy in accord with the wish of the people, law officers and judicial officials need to handle the cases in their respective areas.
Then, the Chief Justice of the Union expressed thanks for opening of the grand high court of Mandalay Region. Officials need to take responsibility for maintenance of existence and beautifying tasks of the high court. Security officials discussed further maintenance of the buildings. After the ceremony, the Senior General and party cordially greeted the attendees. The Prime Minister also inspected the Yadanabon Garden being built by Mandalay City Development Committee near the moat. The Chief Minister and the mayor reported on implementation of the garden project and plans to open the garden phase by phase for public relaxation. The Senior General instructed officials to build the recreation centres and ways for the garden and implement the project meeting international standards and carry out maintenance for long run. The Senior General and party viewed the progress of construction tasks and future plans and attended to the needs.
