Nay Pyi Taw November 3
Chairman of the State Administration Council Prime Minister Senior General Min Aung Hlaing met with members of Mandalay Region Government at the meeting hall of the regional government in Aungmyethazan Township this afternoon.
Present at the meeting were Member General Maung Maung Kyaw and Joint Secretary LtGen Ye Win Oo of the SAC, union ministers U Hla Moe, Dr Nyunt
Pe and U Min Thein Zan, Chief Minister of Mandalay Region U Maung Ko, senior military officers from the Office of the Commander-in-Chief, Com-mander of Central Command Maj-Gen Ko Ko Oo, ministers of the regional government and officials.
First, the Senior General delivered a speech, saying there are areas in Mandalay Region, where agriculture and livestock breeding tasks can be carried out successfully. It is necessary to carry out advanced production industries in cooperation with the Ministry of Cooperatives and Rural Development in the townships under the city development committee and adjacent townships. Similarly, it is also important to take measures for observance of traffic rules, sanitation and pleasant-ness of the city and proper shops. Mandalay is an ancient capital, which was built systematically when it was established and it is vital to conserve the ancient city. For socio-economic development, it is necessary to produce value-added products by effectively making use of raw materials produced in respective areas in the region and to take mass production into consideration in manufacturing agriculture and livestock breeding products extensively. Then, the Senior General urged the participants to frankly discuss matters related to conditions in which agriculture and livestock breeding tasks can be carried out successfully, enforcement of traffic rules, sanitation and pleasantness of the city.
Then, the chief minister and regional ministers reported to the Senior General on measures in the region for agriculture and livestock breeding, fulfilling the fertilizer needs, sanitation and pleasantness of the city, cultivation of shady and wind-break trees and flowering plants, sanitation and pleasantness of banks of the Ayeyawady River, sanitation and pleasantness of monasteries of the Mandalay City Development Committee and expansion of urban areas and promotion of sports in the region.
Afterwards, Member General Maung Maung Kyaw and Joint Secretary Lt-Gen Ye Win Oo, union ministers reported to the Senior General on additional measures for respective sectors.
After hearing the reports, the Senior General said Mandalay Region possesses favourable conditions for the production of fertilizer and it is necessary to carry out livestock breeding tasks systematically and to raise quality animal strains as the manure of chicken, cows and pigs, which are water material from the industry, can be used as a natural fertilizer which can contribute to agricultural farms. It is necessary to produce natural fertilizer and EM Bokashi in rural areas under the leadership of the government in cooperation with responsible officials. In carrying out agriculture and livestock breeding tasks, it is important to boost yields by applying traditional methods and technologies. As it is necessary for Mandalay Region to boost the yield of cotton systematically to fulfil the cotton needs of the country, effort must be exerted as a model in cotton cultivation.
It is vital to draw traffic lanes and road signs systematically while effective action is taken against violators of traffic rules in the enforcement of traffic rules. Measures must be taken to build pavements properly and to supervise shops. It is necessary to take the construction of circular railroads and subway networks in the future in carrying out tasks for public transportation. If public transportation tasks can be implemented the use of private vehicles and motorcycles, reduce the consumption of fuel oil. There are about one million registered vehicles and six million registered motorcycles. It can be estimated how much fuel oil is consumed daily even if a vehicle uses only one bottle of fuel oil and a motorcycle consumes a tin of it. As fuel oil is imported by spending a large sum of foreign currency, efforts must be made to reduce the consumption of fuel oil. Therefore, measures must be taken to operate buses and circular trains in Mandalay with the aim of establishing electric public transportation systems, which will help reduce the consumption of fuel oil. As travelling and transportation of goods are basic needs of the people, transportation of goods and domestic travel has been permitted. As Mandalay Region is a transportation hub, efforts must be made properly for tourism.
For the prevention of bank erosion along the Ayeyawady, it is necessary to plant trees on the banks, to build places where tourists can spend their time and implement river water pumping projects to supply sufficient water to Mandalay by applying water purifying techniques to supply clean water to residents. In developing new urban areas, it is important to take transportation into account.
In connection with agricultural loans, it is necessary for farmers to use the loans properly for the designated purposes. By boosting the yields of agricultural products, the region can achieve local food security. Although farmers are responsible for boosting their crops, yield, the government must offer assistance to them.
It is necessary to plant trees systematically in Mandalay as trees can conserve the climate. Similarly, it is important to set up rural firewood plantations in villages. If it is possible to use renewable energy like solar energy in rural areas in Mandalay Region, this will help fulfil the electricity needs. The government and the Tatmadaw have been exerting efforts to produce solar plates. It is also necessary to promote public sports as a model in Mandalay Region. People in Mandalay are united. The government is taking measures to upgrade stadiums and sports grounds.
The government recognizes and promotes the literatures, cultures and affairs of national races as it is vital for all national races to be united regardless of race. In carrying out law enforcement tasks, it is necessary to handle existing cases speedily and to carry out tasks so that they can be tested with touchstone during the time the SAC is assuming State responsibilities.
