Chairman of State Administration Council Commander-in-Chief of Defence Services Maha Thray Sithu Senior General Min Aung Hlaing addresses Passing-out Parade of the 23rd Intake of Defence Services Technological Academy

The Passing-out Parade of the 23rd Intake of Defence Services Technological Academy was held at the parade ground of DSTA in PyinOoLwin this morning with an address by Chairman of State Administration Council Commander-in-Chief of Defence Services Maha Thray Sithu Senior General Min Aung Hlaing.
Also present were Commander-in-Chief (Navy) Admiral Zeya Kyawhtin Moe Aung,Commander-in-Chief (Air) General Sithu Maung Maung Kyaw, senior military officers from the Office of the Commander-in-Chief, Union ministers, the chief minister of Mandalay Region, the commander of Central Com mand, the Mandalay mayor, the commandant of DSTA, and officials of PyinOoLwin Station.
First, the cadet companies saluted the Senior General with slow-march past and quickmarch past. The Senior General presented Best Cadet Award to Cadet No. 7888 Cadet Tin Myo Oo, Excellent Award in Training to Cadet No.7964 Cadet Win Moe Thu, Excellent Award in Studies to Cadet No. 7902 Cadet Nay Htet Win.
In his address, the Senior General said comrades who are nurtured by Defence Services Technological Academy in accordance with the objective of “Producing qualified capable undergraduated, postgraduated and graduated engineer officers for Tatmadaw(Army, Navy and Air)” are engineer officers and also young military leaders who will serve for the national defence duty.
The military engineering force has been standing as one of the most reliable forces of Tatmadaw since the beginning of the history of Myanmar Tatmadaw’s Independence Movement. For battalions and units of the Tatmadaw (Army, Navy and Air) throughout the ages, it has supported in the field of engineering sector until now. During peace or military operations, Military Engineering Force is one of the Armed Forces that is taking part in troop movements, combat operations and building shelters of Tatmadaw in the military sector, supporting the aid of engineering skills and construction work.
Moreover, Military Engineering Force provides necessary engineering support to build the infrastructure of local level administrative departments,essential services for the country, industrial and commercial infrastructure, and ensuring not to break down the transportation during an emergency situation that is caused by internal and external conflicts. The role of the Military Engineering Force is vital to successfully implement the process of Humanitarian Assistance and Disaster Relief as a national duty while performing the prompt response to natural disasters which is a threat to humanity that is caused by climate change.
The best guarantee for the independence and sovereignty of the nation is the ability to build and own a capable defence force which has three capabilities.
A provision of the country’s constitution (2008) said: “The main armed force for the Defence of the Union is the Defence Services, and the Defence Services shall lead in safeguarding the Union against all internal and external dangers”. This provision is depended on the reasons: the course of Tatma-daw building, the objective of the establishment of Tatmadaw, and the persons and organizations that are the essence of organizing and building Tatmadaw.
To enable the Tatmadaw to carry out its national defence task, it organized with the objective to build a Standard Army which has combat ability and power for conventional warfare. In the building of the standard army, it is upgrading not only Tatmadaw (Army, Navy and Air) but also the newly formed Coast Guard simultaneously.
In doing so, it not only upgrade man and weapon formations but also produce and assemble needed weapons locally. To make this production locally, the role of technical skills and human resource development of engineer officers and other ranks becomes significant.
Therefore, it is performing to develop the human resources of the Tatmadaw in all sectors, and these resources will benefit not only Tatmadaw but also can be involved substantially in the building process of the nation.
Nowadays, as military science and technology are changed, technology is increasingly used in modern wars such as: to obtain complete information, to get safety and protection, to fight effectively, and to make decisive battles in a short period.
Therefore, you all need to continuously learn the developing military science and technology at the international level, to apply it for our country and Tatmadaw. According to the motto of Defence Services Technological Academy: “Honour, Creative, Capable”, I would like to address you to follow the engineering ethics and try to have the innovative ability for the practical field.
Today is the age of Information Technology so information flows and technological developments are very rapid. To catch up with the flow of the improvement, you all have to perform continuous Research and Development. I would like to address that the subjects you have learnt are just primary theories so you need to do further research and practice to become proficient in the field of technologies that you have learnt.
Moreover, you all must constantly attempt to keep up with the evolving military science and technology while serving the main duty in the assigned areas. You must perform to improve your ability by using Continuous Learning in the subjects that are beneficial for our nation and Tatmadaw. As Science and Technology have been reached the stage of ‘Inventing and Utilising’ from ‘Exploration and Applying’, you all must learn the continuously changing and evolving military science to invent, produce and apply. So that you need to learn proficiently.
Engineering is transforming the natural environment for the development of socio-economic life. Physics and chemistry which are the result of studying the evolution of the physical nature around us and Mathematics that can predict the effects of creative processes are subjects based on scientific theories.
Therefore, to become a proficient engineer indeed, you need to be master in the sciences such as physics, chemistry and mathematics.
A study of the development of engineering shows that it start with the invention of the pulley, lever and wheel, that can be seen: Mechanical Engineering that is the key to the development of the transport and manufacturing sectors, Civil Engineering that is fundamental to the construction of roads, bridges, buildings, irrigations and dams, and Electrical Engineering that is the basic for energy needs and information technology, which are developed firstly and supported to improve the socio-economic life.
The field of engineering has expanded to develop business opportunities, and supporting to develop manufacturing,transportation, energy and the automation control sectors, it can be seen that Mining Engineering, Metallurgical Engineering, Marine Engineering, Aeronautical Engineering, Electronics Engineering and Mechatronics Engineering are also developed.
In this modern age, new technologies have been emerged and are also continuously emerging up to the Artificial Intelligence (AI) technology and Nano technology, which are integrated with many engineering fields.
To produce engineers who can support the socio-economic development of our country, all must be qualified in the engineering education. Engineering education is continuously changing and improving so teaching engineering education system is being changed to utilize and explore new technologies in accordance with the modern age.
Although there was a concept in the past which is the combination of the advanced curriculum, qualified instructors, and trainees who are outstanding in basic educational level and addition with modern teaching aids, which can produce qualified engineers, but it is not enough in modern age.
Therefore, Outcome-Based Education can be seen in each sector of educational field which is a basic philosophy of the teaching and learning processes. The Quality Assurance system controls to maintain the quality continuously. In the sector of implementation, Quality Assurance system is considered not only to emphasize the sector of teaching and learning but also to improve and sustain continuously in a long term.
Therefore, Defence Services Technological Academy performed the study of Benchmarks comparison with the curriculums and educational aids of some international and local technological universities, and also implemented the most basic and important processes of Accreditation processes according to the Myanmar Engineering Council Law, so your engineering degrees will be recognised soon at the Asia-Pacific level through the Myanmar Engineering Council. You can see that the senior engineer officers who have been trained by Defence Services Technological Academy are serving in the important sectors of Tatmadaw and the nation by applying the international level engineering.
Tatmadaw members who are volunteers to protect the nation and people with their genuine spirit without others encouragement need to serve their duties with deep belief. You all, Engineering Technicians, need to have the high ambitions of life and attempt with great moral to improve your life as your ambitions, and also being Tatmadaw members need to serve diligently and loyalty any duty on your military units, Tatmadaw and the nation as a good obedient soldier.
While performing these duties, daily tasks are intended to promote your ability to use intelligence for solving problems by analyzing and thinking. I want to urge that you have to read knowledgeable and advantage books in your free time to get pieces of knowledge, which is required to fulfil for applying intelligence.
You all who will serve as a junior leader of the engineering units starting from the not more than platoon level must try yourself to tribute good leadership and ability. You must continue to promote your ability with the attitude that is training for leadership when you control a small troop to be a good start to ensure a nice ending. Only if you have a high ability, you will be a reliable and good officer for the Tatmadaw when you serve the step by step responsibility.
If your leadership is weak, you may lose the life, blood and sweat of your subordinates and yourself, so you all who will serve as junior military engineer leaders must practice to be qualified by using knowledge and technology that you have been taught.
You must effectively apply your acquired knowledge and skills by studying lifelong learning in accordance with the improving technologies for national defence. In doing so, you will serve assigned task dutifully as engineer officers who will be able to fight in the battlefield, qualified engineer officers and disciplined engineer officers.
You have to behave starting from yourself not only to be fit and to get a high immune system but also a role model for your subordinates. Only if you train the subordinates to be fit and strong physically and mentally, you can implement to improve the combat ability and power. You have to know about the ability and behaviour of the subordinates and the tasks of each person.
By doing so, you can perform rightly and put the right people in the right place. I want to address that you should solve any problems you face by using critical thinking in various ways as a junior leader.
Our Tatmadaw is an organization that has the responsibility to protect the nation. The defence duty cannot implement immediately, so it needs preparation and practice. To do so, the three capabilities: “Military Capability, Administrative Capability and Organizational Capability” are required to fulfill.Only if the three capabilities are fulfilled, you can perform dutifully the given order and responsibility. You must always “Learn, Practice, Obey” to be a reliable Tatmadaw that has combat ability and power with high capacity and power. I want to address you that only if you have the better individual ability, you will get the teamwork and also the team capability will be competent.
Our Tatmadaw must perform the peace and stability of socio-economic, unity and development of the nation and people as much as you can do with your physical and mental ability while serving the national duty. In doing so, you must perform to success the internal and external unity of the military unit. While performing the internal unity of the military troop, you must practice by following the military code of conduct that military personal have to follow, so the internal unity of the military units will become stronger. Tatmadaw men and family members will have to perform with goodwill on the nation and Tatmadaw.
While performing the external unity of the military unit, you have to support the interest of people as much as you can by following the military code of conduct. Tatmadaw is defending the security of people’s lives and daily life because Tatmadaw was born from the people, and organized by ethnics.
I would like to urge that you will have to effort to be a good reliable military personal for the people by trying hard and contributing enthusiastically to the regional development of your assigned area, education, health and social welfare, and providing assistance while facing the natural disasters.
All are urged to try hard and learn to have the ability to implement in practice with the innovative ideas in everything by following the military code of conduct since the role of engineers is vital, while building and organizing as a Standard Army that can fight the conventional warfare to serve dutifully the national defence duties, to support our Tatmadaw by following the motto: “Technology for Military Might” as the intelligentsia who was born from the engineering education system which has Quality Assurance, to perform and improve your ability with Continuous Learning the beneficial technologies for our nation and Tatmadaw, and to try hard to pursue the improving technologies while serving the main duty in each assigned area, to attempt for improving the combat ability and power of Tatmadaw and the regular training activities in accordance with the motto: “Learn, Practice, Obey” to achieve the training objectives of Tatmadaw: “Be Fit, Be Competent, Be Brave”.
Then, the Senior General left the parade after taking the salute of the cadet companies.
After the parade, the Senior General received the outstanding cadets at the parlour of the headquarters of DSTA and spoke words of honour.
In his speech, the Senior General said he took pride of the cadets’ outstanding awards similar to their parents. These are valuable awards won by hardworking along the six-year period and self-control. Parents are ordinary public service personnel and farmers. They had nurtured those cadets since their childhoods to date. Those cadets growing up well under the advice and teaching of parents and teachers need to continuously culture the good spirit controlling themselves. They have learnt not only literature but also techniques, so they have to continue more efforts for meeting the goal and ambitions. They have to avoid indulgence and drinking under the rationality. Despite young age, they are leaders, hence they have to be mature for their life. As they have many parts of ways for the life, they need to continue more learning on literature to widen their knowledge and take training themselves for health and fitness. They have to know the gratitude of the parents and
repay debt of gratitude to them and have to be loyal to the Tatmadaw as the second mother. They have to try hard along their life as a good soldier for achieving their goals and their family’s goals.
