NAY PYI TAW February 3

Vice-Chairman of State Administration Council Deputy Commander-in-Chief of Defence Services Commander-in-Chief (Army) Vice-Senior General Soe Win, accompanied by his entourage, the chief minister of Kayah State, the commander of Eastern Command and officials, met district and township level departmental personnel of Kayah State and local elders this morning at Kayah State Hall in Loikaw.

The Vice-Senior General recounted the demands to solve the 10.4 million cases of vote-rigging and the failure of UEC, Pyidaungsu Hluttaw and NDSC to give the response. He said on 1 February, the NLD that won the election through vote-rigging tried to convene the parliament and form a new government through insincere means. In other words, it is trying to grab power through unfair ways.

Hence, the Tatmadaw had to assume the State duties in accord with sections 417, 418 and 419 of the Constitution.

Due to the instigations of self-seekers and some powers wishing to interfere in the country’s internal affairs the majority of citizens and foreigners wrongly saw the legal action to restore State duties as a coup.

Peaceful protests in the first week of February turned into riots later. Security forces used the least force and level in controlling the situation. But the situation evolved into anarchy, insurrection and terrorism stage by stage. Some civil servants had to join the CDM under threats and pressures. Some powers imposed sanctions. But the good service personnel could overcome the difficult year with the spirit of unity for success and endurance. They are honoured for their courage and integrity.

And the civil servants who filled the gap left behind by those who joined CDM are recognized.

General election is the lifeblood of the multi-party system and it must be free and fair. Many political parties expressed their dissatisfaction even before the 2020 election. The ruling party used the State power for its affairs noticeably or unnoticeably by violating section 64. It imposed restrictions on other parties and censored their speeches. There were controversial issues of advanced voting and overtime voting. Some candidates even did not get the votes cast for them by their families. The demands of Tatmadaw and political parties to solve those problems were ignored. Dishonest elections cannot elect honest and straightforward representatives.

Those dishonest persons will never make a correct choice in electing the head of state.

Tatmadaw restored the situation to strengthen democracy.

SAC is formed with military personnel and civilians in a balanced manner and ethnic people are also included in it.

Good civil servants and security forces could overcome the third wave, economic hardships, international pressures and terrorist acts during the emergency period by taking the people’s strength. Regional peace is required to conduct preparations for elections and to ensure safety for the voters. The SAC Chairman Prime Minister declared 2022 as the year of peace. The entire nation should join hands with SAC for the success of the coming election.

All must aware of the persons embracing terrorism under the misconception. SAC will keep its promise. All must march in harmony and unison towards the discipline-flourishing multi-party democracy system which is the source of national prosperity and the goal of the Senior General.

Kayah State will see a rise in per capita income and GDP through mass production and distribution of local goods. Local people should harmoniously strive for further progress of Kayah State.

The Vice-Senior General presented aids for families of service personnel and COVID-19 prevention and control equipment through officials.

After the meeting, the Vice- Senior General and party cordially conversed with those present at the meeting.
