Chairman of State Administration Council Prime Minister Senior General Min Aung Hlaing addresses meeting 3/2022 of Government of Republic of Union of Myanmar

The Union government held its meeting 3/2022 at the meeting hall of State Administration Council Chairman’s Office in Nay Pyi Taw this morning addressed by Chairman of State Administration Council Prime Minister Senior General Min Aung Hlaing.

Also present were Union ministers. The Nay Pyi Taw Council chairman and chief ministers of regions and state took part in the meeting through video conferencing.

In his address, the Senior General said SAC’s task is to implement the required tasks within a short period, to get the administrative, economic and political fields back on track and to steer the country on the path to democracy as aspired by the people.

Difficulties and troubleshooting There were hardships caused by the political situation and COVID-19 in 2021. Moreover, there was the problem of internal armed conflicts. Hence, the government had to face hardships on three fronts. Thanks to goodwill and cooperation between the people and the government bodies at all levels, the situation could be restored after solving the problems. The country had successfully overcome the COVID-19 problem through the helpfulness and generosity of Myanmar people. Moreover, it could successfully implement the agriculture, livestock breeding and production activities amidst the hardships caused by political, security and COVID-19 problems. The success was the result of the achievements of the public and the officials at different levels. Action could be taken against the persons who were providing arms, ammunition, mines, rations and medicines to cause difficulties for the government and people after exposing them.

Democracy rights of citizens and civil servants As the country is on the democratization mission, all the citizens have the democratic rights. As civil servants are also citizens, they too have the democratic rights. But in-service government staff should be free from party politics in accord with the Constitution and international and internal experiences.

Democracy machinery will improve if all State service personnel are dutiful and every individual people abide by the rules. Ministries should play a leading role in broadly informing the public about the democratic rights.

Terrorist acts of PDF and involvement of internal and external organizations NUG terrorist group formed the PDF terrorist group. They can commit terrorist acts thanks to the support and encouragement of local and foreign groups that advocate terrorism.

Some EAOs that fail to observe the NCA and ethics are included in the local groups. Because of those supporters, violent strikes reached the level of terrorism.

Protests and disturbances can be found in all global countries.

But in our country they turned into terrorism. Some of the terrorist acts erupted due to some EAOs and external organizations.

PDF then started to commit killings, attacks and destructions.

It is found that some groups and individual persons are providing PDF with explosives, weapons and ammunition.

Security forces have exposed and taken actions against some of them. Terrorism was propelled by political events. Home Affairs Ministry, Tatmadaw and relevant institutions are making collective efforts to restore peace, stability and security, and there are certain EAOs that never accept terrorism.

As regards and endeavours for peace, the Senior General said “This year’s February 12 was the Diamond Jubilee Union Day. The coming January 4 is the Diamond Jubilee Independence Day. Union Day was the result of the 1947 Panglong Agreement.

Armed conflicts that broke out due to different interpretations and demands have existed for 75 years. Communistsled armed conflict broke out on 28 March 1948 due to political divides that appeared after independence was regained in 1948, and the communism idea of regaining independence only through war.

Then internal strife followed.

Ethnic affairs worsened and some groups of Tatmadaw even went underground. Some of the officials were asked to retire. The governments of successive periods tried to end the armed conflicts whose root causes had not died down yet. U Nu made peace overtures during his administration, and there were successes as well as failures. In certain cases, a large number of people abandoned their arms.

All these events can be found in documents. General Ne Win also extended an olive branch.

There is a famous historical photo and its caption, which reads, “They have turned their backs on us”. The photo shows communists crossing a stream in Paukkhaung area. Peace could be signed only with KNC led by Muhso Saw Hantha Hmwe.

U Ne Win extended an olive branch again and again during the time of the Revolutionary Council government and BSPP government, but without success.

In its tenure, the Tatmadaw government ceased fire with ethnic armed organizations across the nation for restoring peace in 1989. The agreements could not be signed but gentlemen agreements were taken.

They were UWSA Wa group, Mongla group, U Zakhon Ting Ring’s Special Region 1, 2 and 3. The peace agreement could not be signed. In 2015 as the tenure of President U Thein Sein, our efforts reached the signing of NCA. But, it was not thoroughly completed. During the period from 2016 to 2020, the Union Pace Conference (21st Century Panglong) was held.

The coming year’s Independence Day will be the Diamond Jubilee Anniversary. Till today, we, our country has not tasted the fruits of peace, democratic rights and the Independence yet. So, I have told last year that I’d like to try hard to set the year of peace this year. This year, I extended invitation for peace on 22 April. If we invite the peace process, they said they want to discuss. They said something for it. Their attitudes are in diversity depending on leaders and members as well as kinds of groups. Some groups accepted the invitation. Some groups responded to us for reporting to someone or seeking decision of the committees.

Simply, I said I invited you all to hold peace talks. I will meet with leaders of organizations.

I will meet organizations individually.

Leaders should come here together with two members for discussions. First, I will meet with them. After that, the peace talks committee formed with three SAC members will meet with the groups individually. After holding discussions, I will explain over it. We will negotiate with them for their wishes as much as possible. In this regard, we have to negotiate with each group. But, we decided to implement democratization at first. We will shape the country in democratic administration to be a democratic country.

It is also an aspiration of the entire people.

So, if we review it, we will find the hierarchic administration and sharing of power system.

So, it can be found that we have to implement the federalism administration system suitable for Myanmar as the best So, after I have explained it to all ethnic armed organizations to have thorough understanding, we will discuss their wishes and explain situations of the country. I will listen to all their discussions. And they have to review the deserved situations.

So, I have given offer of peace to them.”

Needs of efforts for development of the nation The globe faces moving forward, and it is necessary to always strive for development of the nation. Although some countries’ domestic production declined in the outbreak of COVID-19, Myanmar could enhance agriculture, livestock and production. The government must carry out improvement of social economic life of the nation. It is necessary to efficiently utilize the existing underground and above ground natural resources for enabling the people to earn income and job opportunities. Hence, agricultural and livestock tasks must be done to produce valueadded products to be exported to domestic and international markets. As agriculture and livestock is basic product of Myanmar, all need to strive for securing success.

Needs for full electrification for development of the nation Electricity is essential for improvement of a nation. The country faces electricity deficiency not only in previous years but this year. Mainly, rareness of inputs such as diesel, coal and natural gas and high price affect the electrification process. The government is trying its best for overcoming these challenges. Hence, the government will make utmost for reduction of fuel consumption and full supply of electricity in 2022-2023 financial year.

Needs for development of works Although the country has many job opportunities, the works could not be done at full capacity. There are more than 33 million acres of net sown acreage in the country but most of the farmlands are under one season crops with least double cropping and mix-cropping works. If these farmlands can be put under double cropping and mix-cropping works, production will double in the nation.

Hence, it is necessary to grow paddy, pulses and beans and edible oil crops as primary staple crops. if the lands where one-season crops are grown can be placed under edible oil crops in the double cropping pattern, it can much contribute to the domestic oil deficiency and reduction of importing cooking oil. Hence, arrangements must be made for supplying water and inputs to these farmlands.

Some agrobased products leave feedstuffs beneficial for agricultural and livestock farming works, creating job opportunities.

Needs of generating jobs at home Based on the census enumerated in 2019, population of women is 53 percent, some 80 percent of whom are independent. As number of men are lesser in doing works beyond the agricultural season. So, the country loses human resources. The government needs to create job opportunities. There are some 3 million of graduates in the country. Those graduates need to participate in the manufacturing and medium scale industries depending on their qualification.

It is necessary to operate the manufacturing works across the nation. If job opportunity is booming at home, the number of labours who flow out will decline. So, the country can mitigate loss of labours. These tasks must be done from the basic status.

And, Union ministers and region and state chief ministers are to implement these projects.

The need to increase domestic production to boost the local economy The trade balance has been in deficit for nine months now. For generations, trade deficits have arisen due to the preference for imports over domestic production.

Therefore, the government must make efforts to produce food, beverages and consumer goods internally. The relevant authorities need to systematically monitor to get the revenue that the State deserves, to get all taxes correctly and for the success of state-owned enterprises.

It can be implemented for the benefit of the people only if the state has the appropriate revenue.

Ministries also need to balance income and expenditure. In order to adapt to the time which is changing, it is necessary to produce enough cement and steel locally to improve the living standards of the people. There are many basic raw materials for producing cement and steel in five regions and states, and it is necessary to encourage investment by the entrepreneurs to produce enough cement and steel locally. By doing so, the import system will be reduced and the people will be able to buy and use it at a cheaper price, which will change the living system. Similarly, corrugated iron sheets production can be done locally. Products such as plastic, rubber and asphalt need to be produced locally. It is necessary to encourage local entrepreneurs to produce goods which are needed for Myanmar.

A government is responsible for the economic development of the country and needs to be prudent.

The need for an abundance of educated people for the development of the country The exam results of the basic education schools will be released and the results of the university entrance examination will be released within the stipulated time. In addition, higher and basic education schools will be reopened within the stipulated period and education will be encouraged in the coming academic year. Our country has been weak in terms of education.

It is found that almost half of the population of our country has low academic standard.

Only academic people can successfully implement the development of our country. Therefore, our government has made many reforms for the development of education. For the development of education, not only the Mini-stry of Education but also other ministries need to cooperate.

The need to work to make the business successful Social relationships are important for the success of a business.

It is necessary to work for the development of the country by accepting a government that represents the country and the people. Government employees at all levels need to be supervised for good public relations. In order for the business to be successful, it is necessary to be able to provide good leadership and cooperate with our subordinates as well as to speak and act honestly. It is necessary to have accurate statistics to avoid difficulties in carrying out similar activities.

It is important for the public to have accurate information and to submit accurate statistics and information to the government.

Accurate figures and data would go a long way in helping the government succeed, said the senior general.

Then, the Union Ministers explained the process by sector.

After that, the Senior General said in his concluding remarks that longterm measures must be taken for the development of the country's sports sector. The sports sector needs to be encouraged as it will create patriotism and will want to protect the country. Therefore, I attended the ceremony to present victory flag for the national team athletes who will compete in the Southeast Asian Games to be held in Vietnam and provided financial support. It is necessary to effectively award the national team athletes who go to international competitions when they return. As training for winning sports is the duty of the state, it needs to be recognized by the authorities.

The government is considering providing life insurance for the national team athletes. For the success of the sports sector, the morale of the athletes must be raised. For the emergence of national honorary athletes, it is necessary to hold sports competitions by regions, states and ministries.

At present, we found that young people are lack of patriotism.

It has been found that some expatriate Myanmar communities in overseas and some youths living abroad with lack of patriotism are working in various ways to destroy the country without knowing the real situation of the country.

Therefore, there should be patriotism among young people and learning, discussion, and training are needed to have a mindset and patriotism.

Relevant ministries and responsible organizations are conducting cultural skills trainings for young people to improve their morals and cultural skills, and 38 Blessings taught by the Buddha on television programs are being broadcast on television programs. The leaders need to be in line with national characteristics for young people to have the patriotism. The film, Music and concerts must be able to instill patriotism without affecting the national character of our country.

The state will soon hold Myanmar National Traditional Performing Arts Competition, which will be held in a grand manner, and it is necessary for the responsible persons to make arrangements in advance so that the rightful participants from various sectors can participate and the competitions should be fair. It is up to the impartial actions of those in charge to cultivate patriotism among the youth.

On the occasion of the Myanmar New Year, Honorary awards were awarded to deserving people from various sectors and departments, who have done good for the country for the past 75 years. It is also a historical record of the nation.

The honorary award winners will be invited to celebrate the 75th Independence Day. Similarly, it is necessary to honor those who have worked for the benefit of the Ministry for many years with good intentions.

The relevant ministries will make efforts to get the revenue that the state deserves. Only when the country's budget increases, the necessary support for civil servants will be provided and the needs of the country will be met, urged the senior general.
