Vice Chairman of State Administration Council Deputy Prime Minister Vice-Senior General Soe Win delivers address at  Scrutiny Committee Meeting on Conferring Honorary Titles,Medals for 2023

The  Scrutiny  Committee  Meeting on Conferring Hono-rary Titles and Medals for 2023 was held at the meeting hall of the Office of the Chairman of  the State Administration Coun-cil at 2 pm today and Patron of the committee Vice Chairman of State Administration Council Deputy Prime Minister Vice-Senior General Soe Win deli-vered an address at the meeting.

Also present at the meeting were members of the committee union ministers and deputy ministers, senior military officers from the Office of the Commander-in-Chief of Defence Services and officials.

First, the Vice-Senior General delivered an address, saying, “As scrutinizing tasks will be carried out  to confer 12 cate-gories of honorary titles and medals on public employees including personnel of the Tatmadaw and member of the police who made special contributions to building a peaceful and modern country or risked life and limb bravely without taking self-interest into consi-deration in performing duties for the stability and the rule of law, responsible officials are required to scrutinize those who deserve them systematically and submit the lists to the committee. The government will confer 12 categories of honorary titles and medals on individuals who perform their duties with relentless efforts, perseverance and diligence in various sectors in nation building, national leaders, diplomats and individuals from foreign countries who exerted efforts to cooperate with the government in a friendly manner, individuals who made spe-cial contributions to tranquility of communities, the rule of law and building a modern country in accordance with the political, economic and social objectives of the State, scholars in scie-nce, arts and other disciplines who made innovations that meet international standards, outstanding authors and arti-stes in literature and fine arts, individuals who made relentless performance by leading the respective sectors for buil-ding a modern and prosperous nation and individuals who made special contributions to development of the nation and human resources by applying respective academic subjects. To do so, preliminary scrutiny committees and the scrutiny committee will carry out scru-tinizing tasks phase by phase and the SAC will confer the titles and medals on winners by issuing notifications on special occasions before and on the Diamond Jubilee of the Independence Day on 4 Jan-uary, 2023.

Scrutiny processes will be conducted to present honorary titles and medals to  persons, Tatmadaw members, Myan-mar Police Force members and awards on civil servants who deserve to be honoured for their exceptional contribution to the State and civil servants who sacrificed life and wounded in discharging duties as well as Myanmar Police Force’s courageous and performance medals to those who performed duties without being considerate towards their life. More-over, similar scrutiny measures will be conducted to present 12 categories of performance titles to civil servants, who made outstanding performa-nce in sector-wise duties over the one-year period of 2022, in accordance with the 2009 and 2014 provisions for honorary titles and medals.

At the meeting today, de-cisions on titles and medals made at the meeting of the preliminary scrutinizing team will be scrutinized once again for a decision and the decision will be submitted to the Union Government’s cabinet meeting to be able to present titles and medals in accordance with the decision.

In accordance with the Mingalar Dhamma, the State will act for honouring those who deserve to be honoured and awarding those who deserve to be awarded. At a time when the State is being aggressively pressured from all sides, scru-tiny measures will be taken in order that civil servants and security personnel, who sacri-ficed life in discharging duties of the State, were not left for-gotten.

Regarding the matters on presenting titles and medals on the forthcoming Diamond Jubilee  Independence  Day which falls on January 4, 2023, it is set for the first time to pre-sent titles and medals including one Sithu title, nine Thirip-yanchi titles, five Zeya Kyaw Htin titles, 45 Wunna Kyaw Htin titles to 880 persons on March 27. For the second time, honorary titles, courageous performance medals were announced on April 17, 2022, the Myanmar New Year day.  In that announcement, it has been already mentioned that a total of 146 persons will be presented titles including three orders of Agga Maha Thiri Thudhamma, two orders of Thadoe Thiri Thudhamma, five orders of Agga Maha  Thray  Sithu  and  five orders of Thado Maha Thray Sithu at the State level cere-mony on the Diamond  Jubilee Independence  Day.  These scrutiny measures to be done once again are for the persons who remain deserved to be honoured.

All are urged to participate in the coordination meeting in order that the persons to be honoured by the State will be the ones having the ability to be proud in their descendance.

Afterwards, Secretary of the Scrutiny Committee Deputy Minister for Home Affairs Maj-Gen Soe Tint Naing briefed on scrutiny measures taken for presenting honorary titles and medals and Police Adjutant-General of Myanmar Police Force Police Brig-Gen Win Tun on measures taken to present Myanmar Police Force’s honorary medals on courage and performance.

Union ministers, deputy mi-nisters and officials also briefed on presenting honorary titles to persons who made outstanding performance over the one year of 2022 and presenting Tatmadaw’s honorary medals on courage and performance.

Later, the Vice-Senior Ge-neral made coordination on the reports and gave concluding remarks.
