SAC Vice Chairman Deputy Prime Minister Vice-Senior General Soe Win addresses International Day of Persons with Disabilities 2022
International Day of Persons with Disabilities 2022 was ob-served at Myanmar Internat-ional Convention Centre 2 here this morning, addressed by Ch-airman of National Committee on Rights of Persons with Disabilities Vice Chairman of State Administration Council Deputy Prime Minister Vice-Senior General Soe Win.
Present were SAC members, Union ministers, the Nay Pyi Taw Command commander, deputy ministers, permanent secretaries, directors general, NGOs, INGOs, officials of My-anmar Federation of Persons with Disabilities, Persons with Disabilities, guests and officials.
The Vice-Senior General said UN is sponsoring the Inter-national Day of Persons with Disabilities on 3 December every year to raise awareness of the situation of persons with disabilities, and to promote the rights and well-being of persons with disabilities at every level of society and development. Myanmar has been observing the Day since 1994, and the present one is the 29th event.
The UN has adopted the the-me “Transformative solutions for inclusive development: the role of innovation in fuelling an accessible and equitable world” for this year.
Innovative and technical solutions will be taken to overcome other difficulties and challenges. In this regards their accessibility and usability will be promoted. The 2006 UN Convention on Rights of Persons with Disabilities acknowledges the use of technical aids as the right of Persons with Disabilities.
Myanmar signed the Con-vention on 7 December 2011. Myanmar is also implementing the Inchon Strategy (2012-2033) to “Make the Right Real” for Persons with Disabilities in Asia and Pacific Region and the ASEAN Enabling Master Plan (2025).
Under the Inchon Strategy, the initial project to register the persons with disabilities is underway in four zones – Pobbathiri Township, Nay Pyi Taw Council Area, Hlaingthaya Township in Yangon Region, Hpa-an Township, Kayin State, and Hopong Township, Pa’O Self-Administered Zone, Shan State (South). The project will be extended till covering the entire nation.
According to ASEAN Enabl-ing Master Plan (2025), the five-year (2022-2027) Strategic Plan on Rights of Persons with Disabilities has been adopted. The relevant ministries will adopt and implement work programs for the success of the strategic plan. The work programs will take into account a Barrier Free Environment and Accessibility for the invol-vement of persons with disa-bilities in the human society.
The SAC reconstituted the National Committee on the Rights of Persons with Disabili-ties on 30 September 2021 and is placing emphasis on ensur-ing that the disabled people participate in the society by training them to have skills in education, health, vocation and other sectors.
The State raised a capital fund of Ks-3 billion for those with disabilities. The increas-ing fund should be spent on the welfare of the disabled people such as thier education, health and social affairs.
In accord with this year’s theme: “Transformative solut-ions for inclusive development: the role of innovation in fueling an accessible and equitable world,” measures need to be taken for the development of lives of the disabled and an equitable world for them by see-king transformative solutions such as innovation and tech-nology.
In accordance with the rights of persons with disabilities law, it is necessary to make sure the disabled people are not sidelined in political, eco-nomic, social, education, health, cultural and public affairs and societies of other fields and they are allowed to participate in them.
Next, Deputy Chairperson of the national committee Union Minister Dr Thet Thet Khaing explained measures for the rights of persons with disabili-ties. Then, the video message sent by the UN Secretary General and the commemorative video message were shown. Afterwards, the Vice-Senior General presented awards to the winners of the commemor-ative open article contest. SAC members General Mya Tun Oo and Admiral Tin Aung San presented prizes to winners of the barrier-free tourism for people with disabilities and Myanmar Paralympic Sports Federation that won medals and ranked sixth in the 11th AS-EAN Para Games 2022, and Union Minister Dr Thet Thet Khaing to the winner of the contest of creating jobs for the disabled.
Later, the Vice-Senior General had a documentary photo taken with those in attendance and viewed the books and photos on activities related to the people with disabilities.
