Chairman of State Adminis-tration Council Commander-in-Chief of Defence Services Se-nior General Min Aung Hlaing, accompanied by Commander-in-Chief (Navy) Admiral Moe Aung, Commander-in-Chief (Air) General Tun Aung, and senior military officers from the Office of the Commander-in-Chief, this morning inspected staff, adju-tant and quartermaster func-tions and operations to ensure area security and enforce rule of law of the Western Command.

At the command HQ meeting hall, the Western Command commander reported on brief history of the command, its missions to enforce territorial rule and rule of law in the command area and to ensure border area security and peace and stability, anti-drug operations, anti-illegal trade opera-tions, repatriation of temporary displaced persons, provision of necessary assistance, local public healthcare services, edu-cation centres for fulfilling the social needs of students, and welfare undertakings suppor-ted by military-owned farms.
As regards the report, the Senior General said soldiers of the command area should know the history and objective condi-tions of their assigned place. They must ensure regional peace and stability and develop-ment in cooperation with the locals.
He continued to say that battalions and units under the co-mmand should undergo training to enhance their fighting ability and combat prowess. Military training schools should also conduct courses constantly. Soldiers need to effectively apply military knowledge. Only if the morale of leaders at all levels is high will the fighting ability and combat prowess of troops be also high. So, every soldier must be trained to have better morale, discipline and conviction. Commanders should be fair-minded and they should correctly administer their soldiers.
A meeting with officers, other ranks and families
Afterwards, the Senior General met officers, other ranks and families of An Station at the assembly hall of the command.
Present together with the Senior General were his wife Daw Kyu Kyu Hla, Commander-in-Chief (Navy) Admiral Moe Aung and wife, Commander-in-Chief (Air) General Tun Aung and wife, senior military officers from the Office of the Commander-in-Chief and their wives, Western Command Commander Maj-Gen Htin Latt Oo andofficials.
Efforts must be exerted to build a highly capable Tatmadaw
Then, the Senior General delivered a speech, saying it is nice to meet with officers, other ranks and families of the Wes-tern Command and battalions and units of the command have been performing duties for security and the rule of law in the western part of the country in successive eras. The main duties of the Tatmadaw is to eliminate the threats against the sovereignty of the country and to safeguard the national interests of the country and the people. Although armed forces in the international community have to ward off foreign threats and the police force has to handle internal armed conflicts, the Tatmadaw has been performing duties to tackle internal armed conflicts and to protect the security of lives and property of the people together with the police force due to historical needs. It is important to take potential consequences of the geographical position of the country into consideration comprehensively.
The Tatmadaw will continue to perform duties to end ethnic armed conflicts, to safeguard the rules of law and to carry out development tasks while making necessary preparations to be a standard army to defend foreign threats. Measures are being taken constantly to enhance the capabilities of weapons and officers and other ranks. As capabilities of personnel (Army, Navy and Air) are constantly boosted, training duties must be performed properly to enhance the capabilities of the Tatma-daw by boosting the capabilities of individual personnel. If military tactics learnt during training can be utilized properly at the battle field, causalities can be reduced. Therefore, more efforts must be made to enhance the capabilities of individual personnel, individual battalions and the entire Tatmadaw.
Perform duties responsibly in the interests of regions and the country by serving the people in the same way as the moon and water give pleasure to them
In the past, Rakhine State lag-ged behind others in development due to various reasons and local residents lacked understanding and familiarity with successive governments due to transportation problems. Therefore, efforts have been made to improve transportation, which is of utmost importance for development of Rakhine State, during the term of the Tatmadaw government. Sittwe-Yangon high-way has been built. Residents of Rakhine State lacked engagement with people from plain regions due to difficult access in the past. Misunderstandings among national races were fuelled by instigations of some organizations that look forward to disintegration of national unity and the union. Therefore, personnel discharging duties in the region are required to understand the background history of respective areas and to serve local residents patiently and tolerantly by understanding the nature of local national races in carrying out tasks for stability, welfare and development of the region. Personnel are required to perform their duties respon-sibly in the interests of regions and the country. As personnel of the Tatmadaw behave properly in accordance with their disci-plines, personnel are required to serve the interests of the people in the same way as the moon and water give pleasure to them in accordance with the code of conduct for public relations. Similarly, it is neces-sary to carry out community welfare tasks for regional development tasks.
Can development of regions and the country be achieved only when the country is abundant in highly educated human resources
In the past, there were adv-antages in administration and education in Rakhine State. However, Rakhine State lagged behind others in development due to various reasons including Mujarhit insurgents and racial conflicts. Human resources endowed with wisdom and kno-wledge are indispensable for the development of a country. Therefore, the government is taking measures to enhance the quality of education in the entire country and has been supporting the enhancement of education quality in Rakhine State. More regional development tasks can be carried out when the state is abundant in intellectuals and, through regional development, misunderstand-ing among national races can be reduced and friendship can be strengthened so that the united and developed union can be built.
Wisdom and knowledge de-pend on formal school education. Therefore, measures are being taken to enhance the formal school education of per-sonnel. Similarly, it is necessary to support the enhancement of education quality of children of personnel. Students must be encouraged to complete their higher education without drop-ping out of school. Only then, will children of personnel be able to lead convenient lives. In the same way as our parents performed their parent duties to us responsibly, we must per-form our parent duties to them responsibly. It is necessary to read books endowed with knowledge constantly to expand wisdom.
Social life must be improved with careful lifestyles
Individual Tatmadaw mem-bers and their families with consideration need to avoid self-indulgence such as alcohol that can affect their health and cau-se social problems. Likewise, smoking and chewing betel quid should be avoided. For their welfare, military-owned and small-scale agricultural and livestock breeding must be engaged in. As such, livestock breeding activities that are beneficial should be carried out. For a small scale also, they need to try to be successful for their own good. Then, meat, fish and vegetables can be eaten at cheaper prices and their money can be saved. Tatmadaw officers and soldiers have been individually provided with rights and entitlements as well as things for their living conditions. Moreover, an opportunity has been given to them to pay their shares in the Myanmar Economic Holdings Ltd so that they can earn profits yearly. These are the measures taken in the interests of individual soldiers. So, they are urged to act with consideration for their long-term good.
Gaining success in shouldering their duties will win the trust and reliance of the people. And that will contribute to their life quality. They need to serve their duties assigned with happiness and pleasance.
Food and cash provided
Next, the Senior General presented foodstuffs for the Tatmadaw members to the commander while the wife of the Senior General presented cash awards for the station maternal and child welfare association to the commander’s wife.
After the meeting, the Senior General cordially greeted the Tatmadaw members and thier families and attended to theneeds.
Ask after the health of Tatmadaw officers, other ranks and families and local people receiving hospital treatment
The Senior General and wife and party visited the local military hospital in An where they asked after the health of Tat-madaw members and their families receving medical treatment.
Later, the Senior General and wife conforted the local people receiving treatment with the help of Tatmadaw mobile medical teams and pre-sented foodstuffs to them. The hospital is prviding healthcare for Tatmadaw membes and thier families as well as local people. A lot of local people are receiving treatment at the hos-pital and they place reliance on the medical teams, who are contributing much towards the health of the people.
