Chairman of State Administration Council Prime Minister Senior General Min Aung Hlaing meets SAC members

    Chairman of State Administration Council Prime Minister Senior General Min AungHlaing met members of the  newly formed SAC at the meeting hall of his office here this morning.

Present were SAC Vice Chairman Deputy Prime Minister Vice-Senior General Soe Win, SAC Secretary Lt-Gen Aung Lin Dway, Joint Secretary Lt- Gen Ye Win Oo, SAC members General Mya Tun Oo, Admiral Tin Aung San, Lt-Gen Moe Myint Tun, Lt-Gen Soe Htut, Lt-Gen Yar Pyae, U Wunna Maung Lwin, Daw Dwe Bu, Poe Rah Aung Thein, Mahn Nyein Maung, Dr Hmu Htan, Dr Ba Shwe, Khun San Lwin, U Shwe Kyein and U Yan Kyaw.

The Senior General said it is the first meeting with the newly set up SAC. SAC is shouldering the State duties under the assignment of Pro Tem President in accord with the 2008 Constitution due to vote rigging in 2020 election. In-service personnel of the ministries, experienced persons and persons whose qualification met the regional requirements are selected from among the military personnel and civilians in a balanced ratio and duties are shared.

The former government failed to solve the problem of vote rigging at 2020 election in accord with the law, and in addition, it tried to take over the State power by force. Hence, the Tatmadaw assumed State duties for strengthening multiparty democracy system. Instead of solving the problem in accord with the law, the former government even founded terrorist groups, CRPH, NUG and PDF, and chose the armed terrorism as a tool after the dissolution of hluttaw. PDF terrorist group is conducting armed terrorists attacks with the help and support of some EAOs.

Tatmadaw has been striving to reach peace agreements with EAOs since the past and the NCA is the foundation in dealing with them. As EAOs are taking part in the terrorist acts without observing the NCA, terrorist acts of PDF are getting worse. Because of terrorism, endeavors for peace, stability, rule of law and progress face delays in some areas.

SAC will continue its undertakings for national peace and stability till it achieves the goals.

PDF terrorists and some EAOS are harming peace, stability, rule of law and progress of ethnic areas, and students are losing their education opportunities.

Those terrorist acts are even damaging the nation’s future as locals are also losing their job opportunities and their socio-economic life is in jeopardy.

Hence, prevalence of peace, stability and the rule of law is a must do duty of the SAC.

The ultimate goal of SAC is to hold a free and fair multi-party democracy general election.

The success of the election calls for nation-wide peace and stability.

The country is running production industries based on farming. Food security is the definite global requirement nowadays.

Myanmar has excellent potentials to fulfill this need.

So, multi-sectors must be taken into account in devising plans to manufacture farm-based value-added goods by MSMEs through the application of modern means. Over three million acres of land are now used only for single cropping. If a certain kind of crop including one of the edible oil crops is grown, the country can reduce basic imports and increase exports.

In the agriculture and livestock breeding sector, it is necessary for the government to offer assistance for utilizing land beneficially. The government should work with a broader vision to develop the public socioeconomic life through promotion of farm-based goods production.

In the ethnic sector, the government places an emphasis on development of the ethnic areas as well as those ethnics have been granted for equal rights aligned with the Constitution.

Moreover, the Tatmadaw has been focusing on peace and stability of ethnic regions under the agreements mentioned in the Nationwide Ceasefire Agreement-NCA. On the other hand, ethnic armed organizations have to deeply follow the NCA. Everybody should not strictly hold up the conservative attitudes and ideas for restoration of peace and regional development but consider actual situation of the country.

Likewise, it is necessary to specially take care of harming NCA due to instigations of external elements. Hence, an emphasis must be placed on righteous peace talks. By so doing, the State Administration Council members have to participate in their respective sectors with might and main. In order to stabilize the internal peace and peace results, all stakeholders need to follow the agreements in the NCA.

It can be seen that every modernized country possesses a lot of educated persons. Only when the people’s education qualification is high will they have rationality and high perceptions to analyze everything.

As such, efforts must be made to encourage education promotion of the entire people.

It is necessary to nurture the youths of the State to have the spirit of preserving the own culture and national characters and to have capacity to catch up the advancement of the current era. Only when the country can pave the way for the youths, will they become the reliable human resources in the nationbuilding tasks of the country in the future.

Realizing the democratic system suitable for Myanmar will contribute to maintaining the national cultural characteristics.

In the democratic system, concepts and attitudes of political parties will not be equal but can be different. All ethnics have different characters. So, it needs to follow wish of the majority without emphasizing the personal cult and races but focus on the attitudes of the minority. If so, the country can build the Union based on democratic and federal systems and implement the genuine disciplined multi-party democratic system. Hence, all have to strive for implementation of future processes in order to strengthen the multiparty democratic system and build the Union based on democratic and federal systems.

As the State Administration Council will hand over the State duties to the government elected from the free and fair multi-party democratic general elections, it is making utmost efforts for holding the free and fair election under the law and enabling the people of entire nation to cast votes in all regions.

It is a responsibility for the government to enable all eligible voters to cast votes. All officials have to strive for correctly enumerating the voter lists at home and abroad, creating chance for all eligible voters to cast votes, and casting votes in the entire nation accounting for a cent percent. Although it is difficult to successfully hold the election by a cent percent, the government will try hard to hold the election as much as possible for the people not to lose the right of voting. Hence, it is necessary to continuously strive for holding a systematic general election and for handing over the State duties to the elected government.

As some voting frauds happened in the 2020 multi-party democratic general elections, the State Administration Council served the State responsibilities under the Constitution (2008). In the first two-year term, the SAC strived for peace and stability of the State, rule of law, and socio-economic development of the people. In the six-month extended term, the SAC tried to adopt sound foundations for development of the State. In further extended terms, the SAC needs to accelerate the development of the State.

If disturbances are committed over the efforts for peace and stability of the State, rule of law and socio-economic development of the people, these will harm the development of the State and socioeconomic development of the people. These will cause a delay in revitalization of the multiparty democratic system the entire people aspire to and the process of holding the election.

Those saboteurs commit acts against the people desires and intend to harm the people.

Hence, the entire people have to cooperate with the government for ceasing all terror acts and strengthening the peace and stability as well as multi-party democratic system.

In the current term, the Senior General expressed his belief that cooperation of the council members will have to boost the momentum in peace and stability of the State, rule of law and development under takings. All council members have to pour out their utmost efforts in all measures.
